It would seem that, like the day they commit to a team is determined when the player is created, that the same might be true when that comment might come up. Or it could be a random thing. I have had a few players recently that had the comment suddenly come up after I had been recruiting them for a few seasons and they still committed and was surprised they did commit. Only the developer knows the answer to that question.
